This report is compiled as documentation of the Technical Guidance on the Preparation of Ready-to-Submit Manuscripts for Private Universities in LLDikti Region I, held on February 26–27, 2026, at the Selecta Hotel & Convention. This activity is a concrete step to follow up on the Decree of the Minister of Higher Education, Science, and Technology Number 63/M/KEP/2025, specifically in accelerating the achievement of KPI 8 regarding the promotion of lecturers’ functional positions through reputable scientific publications.

As a representative of the Institut Teknologi Del, here is a summary of the strategic insights, manuscript preparation methods, and recommendations from the technical guidance.

Introduction and Activity Context

This technical guidance was held to equip lecturers from Private Universities (PTS) with competitive scientific writing competencies. Participation in this agenda is highly crucial for institutions to ensure that the scientific papers produced by educators meet the quality standards to compete in reputable global journals (such as Scopus Q1-Q2).

Practical Guidelines for Quality Manuscript Writing

The main session, led by Prof. Handoyo Puji Widodo, thoroughly dissected how an article can penetrate international journals without publication fees (unpaid). Several fundamental elements that must be considered include:

  • Context and Relevance: The research must be positioned within strategic issues in current global debates or discussions.
  • Academic Justification (The “Why”): There must be an explicit explanation regarding the research gap and novelty.
  • Research Impact (The “So What?”): The manuscript must describe both theoretical contributions and practical implications after the research is conducted.

This session also discussed the importance of categorizing manuscripts according to existing methods, ranging from quantitative, qualitative, to mixed methods research, and constructing academic arguments by synthesizing various primary literature from renowned publishers (such as Elsevier, Springer, IEEE, and others).

Manuscript Review and Methodological Rigor

To ensure a manuscript is accepted, authors must avoid fatal errors. Some pillars of success include:

  1. Engaging Design: Using in-depth analytical approaches such as Case Study or Critical Discourse Analysis.
  2. Theoretical Triangulation: Combining at least three different theories to dissect multidimensional problems.
  3. Data Validity and Quality: Using an accurate methodology alongside valid, reliable data that possesses a sufficient level of novelty.

Academic Integrity as the Foundation of Publication

On the second day, Dr. Solihah Titin Sumanti, M.Ag. highlighted ethical commitments in scientific activities. In accordance with Permendiktisaintek No. 52/2025, integrity is the main parameter for evaluating papers. The spectrum of violations that must be mitigated from the beginning includes fabrication, falsification, plagiarism, and citation manipulation.

In today’s technological era, the use of tools like Artificial Intelligence (Gen-AI) for text or images must be explicitly declared in the manuscript to maintain the principles of transparency and integrity.

Demonstration of Reference Access and Submission

The technical session presented by Dr. Hj. Meyniar Albina, MA and Dr. Inom Nasution, M.Pd provided a direct guide on:

  • How to optimally search for Open Access journal references using databases like Taylor and Francis.
  • The practice of translating keywords using DeepL to make it easier to obtain international literature.
  • Studying and carefully following the submission guidelines directly from the target journal.

Reflection and Conclusion

This Technical Guidance activity emphasizes that penetrating reputable Q1-Q2 journals requires more than just data; it demands precision in writing conventions, a logical narrative structure, a transparent methodology, and high academic integrity.

The most important message from the Head of LLDikti Region I, Prof. Drs. Saiful Anwar Matondang, M.A., Ph.D., is that as researchers, we must diligently write, dare to utilize discussion forums, and never give up even if a manuscript is rejected or asked to be revised. Keep creating!
